SO THANK YOU. SWITCHING GEARS NOW, I WOULD LIKE TO SHARE MY THOUGHTS THAT I HAD PREPARED ON THE INTRACORP MIXED USE PROJECT THAT WAS PULLED FROM TONIGHT'S AGENDA. AS I WAS REVIEWING THAT AGENDA ITEM, AND I REWATCHED THE NOVEMBER 2024 PREDEVELOPMENT DISCUSSION, IT FELT LIKE DEJA VU. COMMENTS FROM THE PUBLIC AND FROM ALL COUNCIL MEMBERS, INCLUDING MYSELF AT THAT TIME, POINTED OUT POSITIVE ASPECTS OF THE PROJECT, BUT ALSO MANY SIGNIFICANT SHORTCOMINGS, AND THOSE SHORTCOMINGS WERE PRESENT IN THE VERSION THAT WAS SLATED FOR TONIGHT. AS BEFORE, THAT PROPOSAL FELL SHORT OF BOTH THE SPIRIT AND THE REQUIREMENTS OF THE SPECIFIC PLAN, AND MORE IMPORTANTLY, IT DID NOT DELIVER ON THAT CATALYTIC DESTINATION LEVEL PROJECT THAT WAS ENVISIONED FOR ONE OF THE PREMIER TOWN CENTER SITES THAT WE ALL WANT TO SEE GO IN ON POWAY ROAD. SO THAT'S THE BAD NEWS. BUT THE GOOD NEWS IS THAT NOW WITH THE APPLICANT WITHDRAWING TONIGHT, THE CITY HAS A REAL OPPORTUNITY HERE. THIS IS A CHANCE TO REVISIT THE POWAY ROAD SPECIFIC PLAN HOLISTICALLY AND LOOK AT THE EXCITING, UNTAPPED DESIGN ELEMENTS OF THE PLAN MEANT TO HELP ACTIVATE VIBRANT DEVELOPMENT ON POWAY ROAD, THINGS LIKE NEW GATEWAY FEATURES AND WAYFINDING, PUBLIC ART AND MURALS, INCLUDING THE UTILITY BOX ART, ENHANCED LANDSCAPING, SIDEWALKS AND CROSSWALK TREATMENTS. MODERN STREET LIGHTING TO REPLACE THE OLD MERCURY VAPOR LIGHTS. SO TO THAT END, I WOULD LIKE TO PROPOSE THAT THE CITY HOST A PUBLIC WORKSHOP TO PROVIDE THE COMMUNITY WITH AN UPDATE ON POWAY ROAD DEVELOPMENT. WHAT'S BEEN COMPLETED, WHAT'S IN THE WORKS, AND IDENTIFY WHAT THE CITY CAN DO TO BRING LIFE TO THOSE ELEMENTS OF THE PLAN THAT INSPIRED SUPPORT FROM THE COMMUNITY BACK IN 2018. A MEETING LIKE THIS COULD SERVE AS AN IMPORTANT INTERIM STEP TO FOLLOWING THE COUNCIL'S REQUEST LAST YEAR TO CONSIDER UPDATES TO THE ROAD SPECIFIC PLAN. SO LET'S USE THIS PAUSE IN DEVELOPMENT TO ENGAGE THE COMMUNITY ONCE AGAIN, AND BRING THE VISION FOR POWAY ROAD BACK INTO SHARPER FOCUS. THANK YOU. FINAL SPEAKER VANESSA SPRINGETT. FIRST, REGARDING THE POTENTIAL TENNIS, PICKLEBALL AND PADEL COURT THAT MAY COME TO YOU IN THE FARM. I, I HAD UNDERSTOOD THAT PRELIMINARY PLANS HAD BEEN SUBMITTED TO THE CITY FOR REVIEW, AND IF AT ALL, THIS PLAN IS TO BE CONSIDERED [00:10:01] SERIOUSLY, I RESPECTFULLY ASK THAT THE CITY MAKE SURE THAT NOISE COMPLIANCE BECOMES A TOP PRIORITY FROM THE VERY BEGINNING. RESIDENTS DESERVE TO BE ASSURED THAT OUR CITY'S NOISE ORDINANCE WILL BE UPHELD, ENFORCED, AND PROACTIVELY ADDRESSED. SO I'LL LET THAT GO FOR THERE. AND SECOND, ALTHOUGH THE INTRA CORE HOUSING PROJECT IS NO LONGER ON TONIGHT'S AGENDA, I DID WANT TO REITERATE MY CONCERNS ABOUT ITS LACK OF PARKING. THE CITY'S OWNED REPORT STATED THAT 23 GUEST PARKING SPACES ARE REQUIRED TO MEET THE RESIDENTIAL HOUSING REQUIREMENTS, AND WHILE 30 TOTAL SPACES ARE SHOWN IN THE DESIGN, FIVE OF WHICH ARE DESIGNED TO BE ADA COMPLIANT, IT'S QUOTED TO SAY 29 OF THESE SPACES WILL SERVE THE COMMERCIAL SPACES DURING BUSINESS HOURS, WHICH EFFECTIVELY LEAVES ABSOLUTELY ZERO PARKING FOR RESIDENTIAL GUESTS DURING THE DAY, ON THE WEEKEND AND DURING BUSINESS HOURS. IT JUST DOESN'T MAKE ANY SENSE TO ME. A PROJECT IN OUR CITY CENTER SHOULD INCLUDE ADEQUATE PARKING FOR BOTH RESIDENTS, GUESTS, AND THE BUSINESSES IT HOPES TO SUPPORT. APPROVING COMMERCIAL SPACE WITHOUT SUFFICIENT PARKING WOULD BE POOR PLANNING AND SETS THOSE BUSINESSES UP TO STRUGGLE. I WOULD ENCOURAGE RECONSIDERING THE BALANCE AND POTENTIALLY REQUIRING FEWER RESIDENTIAL UNITS AND MORE PARKING TO ENSURE A VIBRANT, FUNCTIONAL CITY CENTER. THE TWO HOUSE SITES ARE AROUND ONE ACRE FOR EACH PAD. THEY'RE ON THE TOPS OF KNOLLS, SO THEY'RE NOT IN THE VALLEY DRAINAGES, WHERE I BELIEVE MOST OF THE COASTAL SAGE ANIMALS TRAVERSE. IT'S BEEN BROUGHT TO MY ATTENTION RECENTLY THAT THERE'S BEEN COMMENTS BY THE DEPARTMENT, CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE AND THE US DEPARTMENT OF FISH AND WILDLIFE GOING BACK TO THE MDRA, WHICH WAS APPROVED OVER FOUR YEARS AGO. SO I'VE REVIEWED THEIR COMMENTS EXTENSIVELY. I KNOW JULIE'S BEEN BACK AND FORTH WITH THEM A NUMBER OF TIMES, PROVIDED ALL THE EVIDENCE THEY NEED THAT WE'RE COMPLIANT CITY COUNCIL OR I MEAN THE CITY PLANNING DEPARTMENT. THE PROJECT FAILS TO APPLY THE HCP DESIGN RULES ACCORDING TO WHAT I'VE SEEN, THE LOT SPLIT ALLOWS ANOTHER HOME ON A 40 ACRE PARCEL WHICH SPREAD ACROSS THE PARCEL, SPREADING OUT THE ROADS AND PATHS TO TO MAXIMIZE [00:15:07] DISTURBANCE RATHER THAN MINIMIZE IT. TO ME, IT'S A CLEAR EXAMPLE OF IMPROPER HCP IMPLEMENTATION AND IS PROBABLY NOT TODD'S FAULT. IT WAS WHOEVER REVIEWED IT IN THE BEGINNING. STAFF CITED GOVERNMENT, THE GOVERNMENT CODE 655 89.5, THE HOUSING ACCOUNTABILITY ACT TO JUSTIFY THE APPROVAL. THAT LAW ONLY APPLIES IF THE PROJECT COMPLIES WITH THE GENERAL PLAN AS WELL AS ZONING. OUR GENERAL PLAN REQUIRES COMPLIANCE WITH THE HCP. THIS PROJECT DOES NOT COMPLY WITH HCP, THEREFORE IT DOES NOT COMPLY WITH THE GENERAL PLAN.
